Tribal Relations Program Planning and Development Manager

Our work, rooted in the principles of energy sovereignty and environmental stewardship, has been recognized and supported by prominent foundations such as the MacArthur Foundation, Energy Foundation, and Builders Initiative.
Job Summary
The Tribal Relations Program Planning and Development Manager (TRPP&DM) plays a vital role in guiding tribal communities through the establishment, development, and management of a comprehensive renewable energy program. The TRPP&DM has an in-depth understanding of tribal governments, federal procurement regulations, and the coordination of various external technical supports available to tribes. The TRPP&DM will facilitate the entire lifecycle of the energy program, from initial planning and community engagement to the final approval and ongoing management.
Areas of Responsibilities
Program Development and Approval
Assist tribes in creating detailed renewable energy program plans. Develop presentations and resolutions to gain approval from tribal leadership, ensuring programs align with the tribe’s strategic energy goals.
Mentorship and Capacity Building
Organize and lead workshops, training sessions, and communities of practice to empower tribal renewable energy/utility managers. Provide ongoing support to help them effectively oversee energy programs within their communities.
Community Outreach and Engagement
Collaborate with teams in each community to gather feedback and ensure active community participation in the planning process. Clearly communicate the program’s objectives and benefits to foster support and engagement.
Technical Support Coordination
Facilitate connections to external technical support resources, ensuring that tribes receive thorough guidance on renewable energy technologies and best practices in program management.
Contract and Procurement Management
Guide tribes through the procurement process for renewable energy projects, ensuring compliance with federal regulations and helping select contractors and vendors that align with program goals.
Funding Coordination
Work with tribal leaders to integrate multiple funding sources into energy program plans. Adjust program strategies as needed to optimize the use of available resources and funding opportunities.
Vendor Outreach
Engage with potential vendors and contractors to build partnerships that provide necessary resources and expertise for successful program implementation. Negotiate terms to ensure value and alignment with tribal goals.
Documentation and Reporting
Maintain accurate and detailed records of all program-related documents, including approvals, progress reports, and modifications. Ensure transparency, accountability, and easy access to information for all stakeholders.
Stakeholder Engagement
Act as the key liaison between tribal leaders, funding agencies, contractors, and other stakeholders. Facilitate open and ongoing communication to ensure that all parties are aligned on program goals, timelines, and deliverables.
Knowledge, Skills and Abilities
Bachelor’s degree in Public Administration, Business Administration, Environmental Science, or a related field; Master’s degree preferred.
Extensive experience in program planning and procurement within tribal governments or similar entities, with a specific focus on renewable energy programs.
Understanding of federal procurement regulations and experience navigating complex contract processes.
Demonstrated ability to coordinate external technical support and integrate such resources into program planning.
Working understanding of solar energy systems as revenue generating assets
Excellent organizational, communication, and interpersonal skills, capable of managing multiple stakeholder relationships.
A demonstrated ability to work effectively in a culturally sensitive and respectful manner with tribal nations.
Strong computer skills, including Microsoft Office (Word, Excel, Outlook), Google Suite, and internet.
Willing and able to travel occasionally, including overnight travel.
Enthusiastic team player who understands the dynamic of working in a matrixed organization
Outgoing with ability to provide excellent customer service to staff and external partners
Excellent critical thinker and problem solver; able to make solid judgments and decisions

Compensation & Benefits: The salary range for this poisition is $75,000-$95,000 per year and is negotiable based on qualifications and experience. We have a comprehensive and competitive benefits package for full time employees including health insurance and paid time off.
Physical Requirements and Work Environment: This position will require working remotely, in the field and from your home (or other suitable place). Reliable transportation and dependable internet service at your home (or place of working) is required.
